The container is sealed. The money is transferred. And the first time you see your cat tree order — really see it — is when it lands at your warehouse 30 days later. That is the worst possible moment to discover a QC problem.

A pre-shipment inspection (PSI) costs a fraction of one rejected carton. It takes 2–4 hours on the factory floor, and it is the single highest-leverage step in the entire import process. Yet in 2026, a surprising share of pet furniture importers still ship blind — relying on photos, samples, and trust.

This checklist turns your PSI into a repeatable system: nine field checks, the limits that actually matter, and the documents you should demand before a single carton is loaded. It builds directly on our earlier technical guides on wood panels and structural engineering — this is the practical, on-site version.

The setup: sample plan before you open a carton

Never walk an entire batch. Use a proper sampling plan — AQL 2.5 for major defects and 4.0 for minor defects, General Inspection Level II is the de facto standard for furniture imports (it is what QIMA, SGS and Bureau Veritas inspectors use). For a 500-unit order that means roughly 50 units checked, 5 of them opened and assembled for deep inspection. If the defect rate exceeds the AQL limit, the whole batch can be rejected — that is your leverage, use it.

Bring a camera, a 0.1 mm caliper, a tape measure, a spirit level, a 3–5 kg weight (for stability tests), and this checklist.

Check 1 — Panels: thickness, density, and the E1 batch report

  • Measure panel thickness with a caliper at 3 points per unit. A spec of 18 mm should read 17.5–18.5 mm — anything below 17 mm means a downgraded board.
  • Check edge banding: full PVC or melamine sealing on every exposed edge, minimum 0.8 mm. Missing banding on CNC-cut edges is the #1 hidden formaldehyde leak (see our wood panel guide: cut edges can double chamber emissions).
  • Demand the batch-level E1 report (EN 16516, ≤ 0.124 mg/m³) for EU-bound goods, or CARB P2 / TSCA Title VI documents for California. A certificate from three years ago is not a compliance document — the report must match the production batch number.

Check 2 — Joints: the cam-lock pull-out reality test

The #1 field failure in cat trees is a joint that loosens — in transit, or under a jumping 6 kg cat. On-site, do this:

  • Fully assemble a sample unit and check every cam-lock for flush seating (no protrusion, no gap wider than 0.5 mm).
  • Give each platform a firm sideways push — wobble at the joint is a rejection-level major defect.
  • Ask for the factory’s cam-lock pull-out test data at your panel thickness. A quality 18 mm board at 700 kg/m³ density should hold 600+ N per joint. If they cannot produce the data, mark it a documentation major.

Check 3 — Stability: the tip-over test that protects your brand

Tip-overs are the most dangerous (and most regulated) failure mode in cat furniture. The US voluntary standard ASTM F2057 (and its EU equivalents) essentially require: a loaded unit must not tip when force is applied to the top perch.

  • On the tallest assembled unit, apply a lateral force to the top platform and confirm it stays upright.
  • Verify the base footprint: a 180 cm tower needs a proportionally wide base or a wall-anchor kit included. No anchor kit for tall units = major defect for US retail programs.
  • Weigh the unit against the declared weight — underweight often means thinner panels or fewer cross-braces.

Check 4 — Surface and finish

  • Run a hand across every visible panel face: no roughness, chipping, or delamination at edges and corners.
  • Check laminated surfaces for bubbles, scratches deeper than a fingernail, and color deviation between units of the same SKU (batch-to-batch color drift is a classic minor defect that becomes a customer complaint).
  • Wipe a white cloth over a painted surface — color transfer is unacceptable on premium lines.

Check 5 — Hardware and fastener integrity

  • Verify screw count against the instruction manual — missing hardware is the most common “missing parts” complaint in furniture returns.
  • Check that screws, cam-locks, and Allen keys are rust-free and properly packed (bagged per unit, not loose in the carton).
  • Confirm spare parts (extra dowels, a spare platform for large units) match the packing list.

Check 6 — Sisal and scratching surfaces

  • Sisal posts are the wear item — check rope gauge (6–10 mm is standard; thinner rope degrades faster), wrapping tightness (no gaps between coils), and glue points (a sisal post that rotates freely in its socket is a major defect).
  • Check the top and bottom fixing of the sisal: loose ends unravel within weeks and generate refund requests.
  • For premium SKUs, confirm the sisal is natural, untreated fiber — some low-cost rope is jute-mixed or chemically treated, which smells and degrades quickly.

Check 7 — Fabric, plush, and stitching

  • Check all seams on cushions and platforms: double-stitched or overlocked seams, no loose threads longer than 1 cm, no exposed foam.
  • Zippers (if any) must be functional; cushion covers should be removable and washable if that is in your spec.
  • Verify fire-retardant properties if your market requires them (e.g., California TB 117-style requirements) — with the corresponding test document.
  • Sniff test: a strong chemical smell from fabric or adhesive is a return trigger in EU and US homes.

Check 8 — Packaging: cartons that survive a 30-day voyage

  • Check carton board weight (5-ply or double-wall for units over 15 kg) and edge protection (corner boards or foam).
  • Check the drop-test evidence: a properly engineered carton should survive a 60–80 cm free-fall drop on the corner without panel breakage. Ask for the factory’s drop-test video for your SKU — if they cannot produce one, flag it.
  • Verify the unit-to-carton fit: excessive internal void = transit damage risk; check internal foam/paper fill is actually present (not just described).
  • Confirm export-grade marking: shipping marks, SKU labels, country of origin, and any market-required labels (CE, CPC for US, Prop 65 warnings for California) are printed on the carton or unit.

Check 9 — Documents: what must travel with the container

  • Batch E1 / CARB P2 reports matching the production batch.
  • Stability test report (ASTM F2057 or equivalent) for the exact SKU.
  • Certificate of origin, packing list with weights and dimensions per carton, and the bill of lading data check — one wrong carton count or weight figure can cost more than the inspection itself.
  • Photograph everything: opened units, measured panels, test videos, carton labels. If a claim ever goes to arbitration, the photos are your evidence.

How to run the day (and what to do with failures)

Arrive with the packing list and AQL plan; spend the first 30 minutes watching the factory’s own final-inspection station — how they work tells you how your units will really be checked. Then run the nine checks, photograph each finding, and issue a written pass / conditional pass / reject verdict on the spot. A conditional pass with a 48-hour re-inspection deadline is a fair, enforceable middle ground; a reject should trigger a formal corrective-action report (CAPA) from the factory before the batch can be re-presented.
